Thank you for this Cate, I loved reading this and have flagged your thesis for future reading. I agree with your conclusion that the focus on transforming enabling services is really holding back meaningful digital transformation.

The question I have though is that everyone I have talked to working in government for the last 5 years has said the biggest problems with government are: HR, Procurement and well some form of decision making/clay layer.

This isn't new, we have known this is the source of the problem for a while, why is the change not happening? Maybe because its not what the political focuses on, or the voters so thus it isn't set as a priority.
